Project Description
Cloneshouse has been contracted by Owl RE, on behalf of the International Committee of the Red Cross (ICRC), to support the evaluation of ICRC’s interventions for the Separated, the Missing, and the Dead in Nigeria. The assignment runs from October 2025 to March 2026 and involves a combination of technical evaluation support, in-country data collection, and analytical review. Under this engagement, Cloneshouse works jointly with the international evaluation team to contribute to the inception phase, participate in inception discussions, and review the draft inception report. Cloneshouse provides national evaluation expertise through two senior consultants who support all stages of the evaluation, including tool adaptation, translation, field coordination, and structured engagement with stakeholders in Adamawa, Borno, and Yobe States.
Cloneshouse leads the Nigeria-based data collection, carrying out a substantial volume of qualitative inquiry, including twelve focus group discussions and twelve key informant interviews across Mubi, Yola, Maiduguri, Monguno, Damaturu, and Gujba. The team prepares detailed interview and FGD notes, as well as location-level analytical summaries, in line with ICRC’s methodological standards. The consultants also supervise and guide Cloneshouse enumerators, ensuring adherence to quality protocols and providing continuous support throughout the fieldwork.
Across the analysis and reporting stage, Cloneshouse contributes to the review of evaluation findings, supports sensemaking sessions, and participates in developing recommendations and final presentations. Through this engagement, Cloneshouse brings its deep national knowledge, rigorous data collection capability, and evaluation expertise to a sensitive humanitarian domain—helping to generate credible, context-grounded evidence that strengthens ICRC’s work with families of the missing and vulnerable populations in Nigeria.
