Before retiring from the civil service in 2017, Temitope was a deputy director at the Federal Ministry of Water Resources facilitating development cooperation with bilateral and multilateral agencies including African Ministers Council on Water (AMCOW), Japan International Corporation Agency (JICA), United Nations Childrens Fund (UNICEF),UN-Habitat, and China’s Department of Foreign Aid of the Ministry of Commerce (Now China International Development Cooperation Agency).

Previously, Temitope held various management positions in the Nigeria government at the Federal Ministry of Education; Head of the Civil Service of the Federation; Federal Ministry of Agriculture and Rural Development; and the Office of the Secretary to the Government of the Federation. At these government ministries, she focused on designing and developing sector wide strategic papers, and providing technical support in program planning. During her career with the Nigerian government, she was a member of several inter ministerial committees which included – Development of the National Strategy for Public Service Reform; Infrastructure and Finance Mechanism Committee of Lagos-Ogun Megacity Authority; National Gender Data Bank; Development of NEEDS II ( National Economic Empowerment Development strategy) and a list of others. Her early days working with the Nigerian government was spent as a Chief Scientific Officer at the Department of Water Supply and Quality Control.

She has over thirty years experience helping organizations improve program design and implementation through the use of monitoring and evaluation and better strategic planning. She has authored four books and several publications on these topics, the most recent book published in October 2014. Governments, NGOs, Universities, and others have used her books to improve their knowledge of how to monitor and evaluate programs, and policies. “Ten Steps to a Results Based M&E System” has been translated into nine languages and used in major universities around the world.

Jody has worked in over 46 countries, in Africa, the Middle East, East and South Asia, Central Asia, and Central America. She continued her work as Adjunct Professor of International Public Policy at the University of Maryland, in the USA and lecturer at the University of Witwaterstrand in Jonannesburg, South Africa. Before retiring from the Nigeria public service in early 2019, Mallam Babagana was a Director at the Post Transaction Management Department of the Bureau of Public Enterprises where he was able to set up a results-based monitoring and evaluation framework for the post-privatization monitoring of privatized enterprises.

Previously, Mallam Babagana held various management positions in the public service at the Bureau of Public Enterprise, focusing on capital markets, post transaction risk management, and labor issues. He started his working career with the University of Maiduguri, where he taught sociology for 12 years, before he joined the services of the then National Electricity Power Authority as a senior manager in recruitment.

His roles evolved from the development of the Rural Energy Access Program (REAP), which was aimed at ensuring affordable and sustainable clean energy access to the rural poor and reducing black carbon emissions, to being actively involved in the Rural Women and Energy Security where over 1 million rural women in Nigeria were equipped with clean energy technologies/alternatives.

          He prepared the first policy document on Renewable Energy and Energy Efficiency and the Action Plans for its implementation in Nigeria. Prior to working at the Federal Ministry of Environment, he worked as an Environmental Consultant to Ravenwell Power Nigeria Limited, where he assisted in registering and initiating all processes involved in establishing independent 50-100MW solar plants across different states in the northern part of Nigeria through the regulatory agencies involved.
